The signer must be alert, aware, willing to sign, and able to communicate understanding of the document. A notary cannot proceed if the signer appears confused, unwilling, pressured, or unable to personally acknowledge the signing.

All signers must personally appear before the notary and present valid, unexpired government-issued photo identification. Photocopies, phone images, screenshots, or digital copies of identification are not acceptable for in-person notarization.

If a signer does not have acceptable identification, two credible witnesses may be required when permitted under Pennsylvania notary law. Witnesses must personally know the signer, present valid identification, and meet legal witness requirements.
